ADMISSION NOTICE FOR FOREIGN CITIZENS AND DIASPORA ARMENIAN APPLICANTS

Admission to Preliminary and Vocational Education and Training (VET) Programs in the Republic of Armenia
Academic Year: 2026-2027

Pursuant to Decree No. 1295-N of the Government of the Republic of Armenia, dated August 25, 2011, “On Approving the Admission Procedure for Foreign Citizens to Vocational Educational Institutions of the Republic of Armenia,” the Ministry of Education, Science, Culture and Sports of the Republic of Armenia (hereinafter: the Ministry) hereby announces the commencement of the application process for foreign citizens and Diaspora Armenian applicants seeking admission to preliminary (craftsmanship) and middle vocational education and training (VET) programs for the 2026-2027 academic year.

In accordance with the statutory requirements of the Law of the Republic of Armenia “On Vocational Education and Training” (enacted on May 22, 2024), foreign citizens who have continuously studied and graduated from an educational institution within the Republic of Armenia over the preceding three years shall participate in the admission process on a general basis, subject to the regulations established for citizens of the Republic of Armenia.

Admission criteria for specialized fields—including culture, sports, healthcare, and other qualifications designated by the authorized body—incorporate mandatory assessments. These include examinations testing creative and performance arts skills or physical capabilities. For programs within the healthcare sector, applicants must undergo subject-specific examinations evaluating knowledge, skills, and competencies aligned with the corresponding general education curriculum.

I. Application Deadlines

Foreign citizens (both Diaspora Armenian and foreign nationals) must submit their application dossiers to the Ministry within the following timeframes:

2 Part-time (distance learning), tuition-driven middle vocational education programs July 1 – November 10 (inclusive)
II. Submission Channels

Application dossiers may be submitted via one of the following channels:

  • In person by the applicant or by their legally authorized representative;
  • Directly by the Vocational Educational Institution (the hosting College/School);
  • Via the Diplomatic Representations (Embassies/Consulates) of the Republic of Armenia in foreign states.
III. Required Documentation

Applicants must submit a complete dossier comprising the following documents:

  1. Application Form (structured according to the attached template);
  2. Application Questionnaire (structured according to the attached template);
  3. Medical Certificate indicating general health status (this certificate may alternatively be issued by licensed medical organizations within the Republic of Armenia);
  4. A photocopy of the applicant’s Passport;
  5. For Diaspora Armenian applicants: A notarized photocopy of the Birth Certificate OR a photocopy of the Baptism Certificate;
  6. A photocopy of the Academic Credential / Graduation Diploma (including academic transcripts/grade sheets), translated into Armenian, notarized, and—where applicable by international treaty—bearing an Apostille or legal embassy legalization;
  7. Four (4) recent photographs (3×4 cm size);
  8. A comprehensive Curriculum Vitae (CV) compiled in Armenian, Russian, or English.

Crucial Notice: Dossiers that are incomplete, deficient, or missing any of the required documents listed above (Items 1–8) will not be reviewed or processed for admission.

IV. Procedural Requirements for Digital and Physical Submission

The applicant, their authorized representative, or the representative of the educational institution must submit the required documents (Items 1–8) within the designated deadlines to the Department of Foreign Relations and Diaspora of the Ministry, or transmit high-resolution digital copies (PDF format) to the official email address: secretariat@escs.am.

During the subsequent knowledge assessment phase, the applicant, their authorized representative, or the institutional representative is strictly required to present the physical originals of the previously emailed documents (Items 1–8) to the Department of Foreign Relations and Diaspora of the Ministry for verification.
